1972 Johnson 9.5 No High Speed

Have a 1972 Johnson 9.5 outboard. VERY clean motor. Compression fine, new pts, cond, coils, plugs. Carb cleaned - soaked in cleaner for a day - then blown out with compressed air. Starts 1-2 pulls. Idles great. Low speed great. Problem is that in order to get ANY high speed, we need to turn the lean/rich knob all the way in. Running way too rich. Needle and seat fine. Float adj fine (level w/ base). On 14 ft aluminum boat. Any assistance appreciated.

That engine should have a fixed high speed orifice, the rich/lean controls the low speed circut.
Sounds like you still have a carb problem.
