1972 Evinrude 9.5 HP Sportwin - Thermostat Seal

I got a new thermostat kit for this motor (included T-stat, rubber seal, and housing gasket). My question is, does the rubber seal go above or below the thermostat? I've posted a pic below of how it is in the Sierra catalog. But in the exploded parts diagram, it shows it being above the T-stat. Which one is correct?

Nobody? I thought this would be an easy one. I have it installed with the rubber seal on top of the thermostat, but just want to make sure I have it in there correctly.
