I found the source of all my probems:
The flood had put crud into the block which siezed both rings into the piston grooves. I also found very slight pitting on the bad piston's crank journal and rod/caps.

It appears I will be needing a crank, a rod, and a piston with rings and this should be a reliable engine again.

Sounds like it is about to blow the piston rings lands. For sure it will need a piston and rings. If you can still see the crosshatching, the bore is probably within specs. Check timing and carb while you have it apart. And make sure there is no exhaust cover gasket water leaks.

EDIT: Um.m.m.m., I read the question too quickly. So, it has been in a flood? When you get it torn down for the piston, you will be able to inspect the bearings and crank. The flood probably didn't cause the piston wear, but who knows what you will find in there. Don't know if water got in it or if it was properly serviced after how long, etc, etc.

check or replace lower crank seal while you're in there.

Check a couple of eBay stores for NOS rings and piston. There is one that I have used with excellent service.
