I found the source of all my probems:
The flood had put crud into the block which siezed both rings into the piston grooves. I also found very slight pitting on the bad piston's crank journal and rod/caps.
It appears I will be needing a crank, a rod, and a piston with rings and this should be a reliable engine again.
