1972 50hp johnson with no spark

My 50 hp has no spark in either cylinder. The clymer manual i have has a 72 65hp 3 cylinder so i am trying to follow the trouble shoot from that but it calls for special neon testers that i don't have. I have removed the black and yellow wire and that didn't work. Installed a new oem ignition switch so that shouldn't be the problem. I disconnected the brown coil wires on the left side of the power pack and i have 23 volts peak on both. Is 23 volts sufficient? Not sure where to look next. Hope you all can help.

CDI has a pretty easy to follow how-to for ignition component testing, but you will need a multimeter with a DVA adapter. Do yourself a favor and get the OEM manual for that motor.
