1970 Mercury 800 Tune up question

I have been trying to time my 70' merc 80hp motor. I can't seem to get the timing mark up to 23 degrees BTC to set the max spark advance. The fly wheel only goes on one way, the distributor pulley with the timing arrow only goes on one way, and I have it lined up with the dots on the fly wheel. The next step is to adjust the Max spark advance to 23 degrees and the best I can obtain by moving the vertical lever is about 16. I've loosened up everything I can think of the get it to where it is supposed to be, except moving the primary and secondary pickup adjustments. Can anyone tell me what I am missing?
