1970 Johnson 60HP elec. problems

I bought a 1970 JOhnson 60hp motor with Hydro electric shift that has been sitting in a garage for at least 25 years. I have had the carbs re-built and new water pump and fuel pump put on as well as new solenoid. would not start and found wire that had gone to ground from engine to shifter, ran another and got it started. Put it back together and it wouldn't start. Is not getting spark. Took power pack off and found wires on pack frayed from being old. I have had a man helping me that knows about boats and he said it is bad. I am being told it is a $400.00 dollar part. I am wonering if it can be fixed. Is it worth fixing? The motor has hardly ever been used. It still has 160 compression in all the cylinders. It is all electric problems. Can I still get parts for the hydro electric shift?<br />This is my first boat and would love some advice on whether to keep and fix or cut my losses
