Re: 1970 Evinrude 115 cuts out at idle
I would suspect the fuel delivery system, because it runs fine everywhere but idle.
If it were missing, sneezing, or fluxuating, I would keep ignition in the picture, but by what you have stated, we can rule it out. This leaves fuel delivery ,compression, and exuast. Everything from the fuel tank to the reeds.
The fact that it runs good under load would sometimes eliminate the fuel pump, but not allways.

That is a bunch to look at. Fuel pump, filters, goo in the carbs, carb adjustment,(Not likely if you haven't changed the adjustment), restricted fuel tank vent, restricted fuel tank pickup, air leak in fuel line, air leak in fuel coupling, loose bolts on fuel pump, fuel pump checks and.or diaphram,or idle adjustment.
But before trying to track it down, run a compreesion test. Without good compression, the engine can't breathe,or pump fuel the way it should.
If the exaust ports are plugged with carbon, the engine ,again, can't breathe. This is very common on outboards and other 2cycle motors. the carbon can plug the exaust.
A can of decarb cleaner can sometimes blow this crud out, restoring your performance.
I'm sorry to have to give you such a large list..But realy, it's a process of ellimination.
