1970 85h.p. Evinrude Surging

I have a 1970 85h.p. Evinrude. Carbs have been rebuilt and has new plugs. Took the boat out yesterday and after about 15minutes the motor started to surge when above a fast idle. The primer bulb was sucked flat so I changed replaced it with a new one. Still surging though. Any help would be greatly appreciated.

One thing you could try to begin with is get a friend to pump the fuel bulb when you are running it "above a fast idle". If this improves the surging, we can be pretty confident it is a fuel delivery issue, and will know where to go from there.

Is the tank properly vented ????

Thanks for the suggestions. Looked at the fuel line from the bulb to the tank today and it collapsed on the inside.
