1969 evinrude lower unit

will not go into netural or reverse.stays in forward. electric shifter seems to be fine please help thanks

Is this a hydro-electric shift?

If you have checked the shift solenoids for proper operation by powering the solenoid leads directly to eliminate any problems from the switch, make sure your lower unit is properly filled with the correct type of oil (Type C). Note that it won't actually shift unless the motor is turning, as the motor is providing the force to run the pump that actually shifts the motor.
