1969 evinrude fisherman 6hp...help me

I just got a 1969 6 hp evinrude fisherman. i torn the carb down and with a rebuild kit put it back together. am i correct in sliding the clip around the pin and letting it sit on the seat??? ive only dealt with motorcycle carbs alot younger then this and it was the only rational thing i could think of as to how it would work. also when i have it all put back together, just below the pull rope there is that 7 inch rod that sticks outta the motor but is screwed into the carb. what is that for??? does anyone know of any inherit problems with this engine? thank you to anyone who can help me out here.

That clip snaps into a groove in the non sealing end of the float needle valve, and the other straight end of that clip goes over the float flange. If installed properly, the float dropping will pull down on the needle valve. If your float needle valve does not have that groove, discard the clip.

That 7" rod, as you call it, is the slow speed needle valve adjustment. Set it as follows.

Initial setting is: Slow speed = seat gently, then open 1-1/2 turns.

Start engine and set the rpms to where it just stays running. In segments of 1/8 turns, start to turn the S/S needle valve in. Wait a few seconds for the engine to respond. As you turn the valve in, the rpms will increase. Lower the rpms again to where the engine will just stay running.

Eventually you'll hit the point where the engine wants to die out or it will spit back (sounds like a mild backfire). At that point, back out the valve 1/4 turn. Within that 1/4 turn, you'll find the smoothest slow speed setting.

Note 1: As a final double check setting of the slow speed valve(s), if the engine has more than one carburetor, do not attempt to gradually adjust all of the valves/carburetors at the same time. Do one at a time until you hit the above response (die out or spit back), then go on to the next valve/carburetor. It may be necessary to back out "all" of the slow speed adjustable needle valves 1/8 turn before doing this final adjustment due to the fact that one of the valves might be initially set ever so slightly lean.

Note 2: If the engine should be a three (3) cylinder engine with three (3) carburetors, start the adjustment sequence with the center carburetor.

When you have finished the above adjustment, you will have no reason to move them again unless the carburetor fouls/gums up from sitting, in which case you would be required to remove, clean, and rebuild the carburetor anyway.

so your telling me that with the ss needle i need to have it completely off of the motor and then start the motor and from there slowly put it on and turn it in until ir sputter/backfires then turn it back out a 1/4 turn? is that correct.

thank you very much by the way for the help with the carb i got it put it back together and it looks to be in workin order.

Turn it until it closes GENTLY, then open it up counterclockwise 1 1/2 turns. that is your initial adjustment, which must be completely adjusted like Joe says with the engine running.

PapaBell..... With the engine NOT running, gently turn that needle valve in to where it seats (do not force it beyond that point).

Now, after it is gently seated, back it out 1-1/2 turns.

Have the brass locking nut tightened to a point where the needle valve cannot move by itself (vibration) but where you can turn it to adjust it.

Now...... Adjust it with the engine running as per my above instructions.
