1968 Evinrude running problems

I recently had the motor repaired by certified mechancics and it was running properly, then one day i was running it and it began to bog down and go way slower them max speed. It has trouble starting but eventually does(but not with ease) and when you engage the throttle all the way it doesnt open up like it should

It is roughly a 1967-68 60hp evinrude outboard

i have tried:
cleaning the carb
running varnish remover through it
and checking the cylinders pressure to ensure they are not damaged(they are not)

i was wondering if anyone has any ideas i could try

Sounds like it may have overheated. Have you changed the water pump out lately?
