1966 johnson 9.5hp - help!

Im new to this and recently purchased a 9.5 johnson to use on my 1958 sea nymph 12' v-hull. It is a 1966 model and the man i bought it from said it has new plugs, plug wires, and points. It ran ok under full choke but seemed weak in my opinion. I replaced the float, and needle in the carb and gave it a good cleaning. Runs much stronger and without using choke but, with the cover on the motor it only revs out about 40%. I remove the cover and it takes off like a bullet. Any ideas? Air flow adjustment?:confused:

The 9.5HP motors ingest exhaust easily if there are any leaks in the exhaust system, and sometimes with no leaks if you are running in a barrel on a calm day.

Check the exhaust relief hose at the engine for breaks. Also check to be sure that the driveshaft seal at the top of the waterpump is in place.
