1965 Johnson Model fd-19d problems

Bought a used boat with a 1965 Johnson FD-19D 18 hp motor. the motor starts and runs great but a greyish oily liquid leaks out above the lower unit. I pulled the lower unit off and a foamy grey liquid was all around the drive shaft.
Do you think the lower unit fluid is leaking through a seal up the drive shaft???

I would drop the drain plug and see what comes out of there. If you get the same thing there, then try changing out the oil and replace the gaskets on both plugs and see if that cures the problem. If it still comes out milky, then it's likely your upper seal in your gear case is shot.
