You can pick up a pressure gauge pretty reasonably priced on ebay. I just bought the gauge, and pump it up with my own air compressor. You'll need a seal puller, also available on ebay to remove the drive shaft seal, and there is a special rod which I use to remove the shift rod seal, which I also found on ebay. If you're replacing seals, might as well replace them all while you have the lower unit off. Also replace the impeller. Once the seals are replaced, pump it up to about 16psi and see if it holds pressure.

make an adapter that will fit the oil fll hole, attach a rubber tube, to the adapter, and the pressure guage, (you need a guage that reads low pressures). then attach a value to close and hold pressure, then an attachment to apply the air. start with low pressures. do not go above 10Lbs. the idea is to apply pressure, close the valve, and see if the pressure holds. if it does not, use soapy water to find the leak. you can use a bicycle pump, no need for air compressor.

Check this link - sometimes this guy has just the pressure gauge listed - I think I paid around $25.

The gauge just threads into the L/U drain hole/oil fill hole. Yes, you can just use a bicycle pump, an air compressor is not necessary. There is not a lot of space in those lower units, so it doesn't take much to pressurize them.
