I have a johnson 75hp from 1963. the power tilt is not working, but the motor seems to work because i can hear it whir when i turn the lift knob. there are a lower and an upper fluid bolt on the unit itself. i know the lower portion takes fluid due to the valve junction at the bottom, but does the top section take fluid ( the top portion is like a starter has coils and brushes, etc.). any help or ideas would be great.
