1963 Evinrude 75hp Idleing issue

Motor will not stay running at idle speed. Also bogs down after it has been running at full throttle. New fuel and plugs and the distributer looks to be in good shape. Any help would be great or if more info is needed let me know.

Have you tried adjusting the low speed jets to correct the idle?
There are high speed jets in your carb, you didn't list model# so I am assumeing, are they clean?

Yeah I adjusted them moving them about an 1/8 of a turn from the bottom to the top. It seemed like it would idle really high and then just kill no matter where I put the knobs. Also I noticed that there is no element in where the fuel filter/element goes. Not sure if this could be part of the issue.
