1963 Evinrude 10hp 10302e

Trying to get the above going after sitting up for 20 years or more. Put new plugs in and tried to start. No fire. Took pull-cord "housing" off and saw that the coil insulation was melted on 1 coil. Put a new coil on it. Put it all back together and tried to start it. Pull-cord would not pull out. Almost like it was locked up. Took pull-cord "housing" off again. Fly-wheel would rotate around so that wasn't frozen. Put "housing" back on and it still wouldn't let me pull the cord out. Thinking it has something to do with the "timing"? Any suggestions? Also, plan on putting a new water pump and a new carburetor kit on it. Any other parts you might suggest? Thanks for any help.

Timing will not stop the engine from turning over. If the engine will turn over with the recoil starter removed, and locks up with the recoil installed, you have a problem in the recoil or the way it is mounted. Will the recoil operate properly when you have it off?
You need to make sure the points are clean and set correctly (.020). Check the compression, when you get it to turn over, should be around 70-80 lbs and be within 10% of each other.
Check the lower unit oil, probably need to change it after sitting that long, make sure to replace the seal washers on the drain/vent screws.
You are correct that you should replace the water pump and overhaul the carb.

did you mount the new coil flush with the mounting boss?

Thanks guys. Think I have it going. Quick question: What oil/gas mixture should I use? 50:1? 24:1? Seen both on forums. Also, Will gasoline with 10% Ethenol work?

24:1 mix is best, which is about 5.5 fl. oz. per 1 gallon of 87 octane gas. Ethanol gas is ok. It's sort of unavoidable these days. It may cause some issues with the fuel system eventually, but if you clean/rebuild the carb and replace the fuel lines it should be fine for years. There are also additives that you can add to the fuel to reduce the damage ethanol may cause.

I would lube up the re-coil assembly, while you have it off.

Thank you gentleman. At 24:1, I'm getting a LOT of smoke. Would it be OK to cut it back to 50:1 or is that too risky?

Allot of smoke on this engine is good. If you are just running this in a barrel, you will see lots of smoke. Once warmed up, and out on the water, the smoke will not be so bad. Your engine does not have rollerized bearings for the big ends of the connecting rods. Running the engine at 50:1 will starve the connecting rods for oil, and cause damage. Stick to 24:1.

Using full synthetic TCW-3 oil, the proper plugs, and making sure you have a good working thermostat will minimize the smoke. As everybody has said, make sure you at least put a new impeller in this before you take it out on the water.;)

+1. They don't call 'em "2-smokes" for nothing. Don't worry, the smoking will be greatly reduced on the open water. The last thing you want to do is cut back on the oil and risk an overheat and seizure of the motor.
