1963 40hp Lark V electric shift tests

I went out and with an volt/ohms meter did some checking on it. With the forward switch pressed I was getting 10.5 volts to the blue wire. Reverse getting 11 volts to the green. Checked the battery and it was only reading about 12.5 volts. Hooked a battery charger to it and now getting about 12 to the green and 11.5 to the blue when the right button is pushed. I am not real sure how good my connections are at the switch either. They are not solder on so they may be loose making a poor connection. I checked the ohms on the coils and got right around 8 on both. I think either the battery is down and not letting enough voltage to it or the switch has got a bad connection. I am charging the battery and will find out tomorrow. I think I will fill it with oil and see if I can run it this weekend hard wired maybe for forward to see if it still slips. I read on another board that transmission fluid can be used in place of type C for a short period?
