1961 40HP Evinrude 35022 problem starting.

I have recently got a 1961 40HP Evinrude 35022. There is electric start capabilities, however I want to see if I can get it up and running manually before I connect it all up.

I have put new plugs in (J4C) and turned the engine over by the pull cord. At the moment I don't think the plugs are sparking, and on the removal of the fuel line there is alot of back pressure. Fuel is getting to the filter and possibly the carb (tell tail signs of fuel leaking from it).

Can anyone advise on what I can check next

coils, point condenser, plup wires. means pulling flywheel need harmonic balancer puller grade 8 harden bolts to go into the flywheel, standard bolt will strip off.

If this motor was sitting for a period of time you'll likely need to go through all the systems (ignition, fuel lines, carburetor, wiring, safety switches) to make sure everything is working properly, especially cleaning the carburetor to get rid of any varnish from spoiled fuel.
I know the 1960 model had mercury switches on the throttle control but I not sure if the 1961 model did. They prevent the motor from firing if the throttle is set too high.

That mercury switch in in the starter circuit, not the ignition system
