1960 merc 300 water pump?

I have replaced the seals in my lower unit. It is over heating now. I turned the wp/ cartridge ass around and it got worst. The wp/ cartridge "O" ring is not the correct size. It is a bit to big. Could this cause the water pump not to pump well? And a little oil is getting back into my lower unit.
