Well carb doesnt leak but motor won't start. The spark plugs are dry. I checked them and they are both firing, maybe a little weak. Is there a bench test for the float?
The nozzle running up vertically in the middle typically has two or three holes that need cleaning. I soak and use a piece of mono, then carb spray -- best guess offhand is that the nozzle might have a blockage(?)
With carb removed, hold carb upright and blow in the gas inlet. Air should easily pass. Now turn the carb upside down and again blow in the gas inlet. No air should pass.
Followup: Never got her going, my relative decided he didn't want the boat, put her on craigslist and gave her away, literally, the next day. The guy was very happy with it and no more storage fees. Thanks for all the help!
