1959 Evinrude 15028 18 HP Flooding

My 18 HP keeps flooding. I can see fuel coming out of the carb. At first, i thought it was coming out the side, but i adjusted the screw and now its coming out what looks like the front of the carb. any suggestions?

ok, i took the carb off and cleaned it out, started right up and idled down nicely. let it run a few minutes then shut it off, tried to start it again but about pulled my arm off. so im letting it cool and gonna try it again. is this normal? Thanks all

Sounds like a stuck float needle/bad float.
