Operating temp is 140F or somewhat lower. 160F is overheating -- and with be too hot to handle (top of head). Cooling water in a barrel should be about half way up the shaft -- no sustained high speed running.

Would it not have to be much lower on an engine that does not have a thermostat to regulate the water flow?

Could be. Temp of cooling water would be a factor. Even on motors with t-stats, operating temps might be lower (in my experience, anyway).
