1956 Johnson 10hp troubles. Help!

I have a 1956 jonhnson 10hp. When out of water it will hit high RPM but once I take it on water it can't hit top RPM. I changed points, condensers, and coils. It wont even create a wake. Thats how slow it's moving. Is this due to some issue in the lower unit. Any thoughts or suggestions?

Hi llawrence I just had similar issues with my 10hp. Turns out if my case it was the Hi speed needle on the carb. While I adjusted it as best as I could at home, I could never really get it to WOT as is required and I ran out of hands when I was alone in my boat testing it on previous attempts. I took it to a shop with a proper test tank and they were able to get it dialed in, for free no less! Then once I took it out on the open water I tweaked it just a bit more while under load and now she's good to go. It's a good, simple, cheap adjustment that will yield lots of info.
