1954 12 hp. sea king

I'm trying to figure out what's going on now.... This just started, The more throttle given the more it misses and surges. At idle it seems to do ok. it isn't the lean/rich knobs. Could i have gotten some dirt in the carb.?

Or water in the fuel. . .or air leaks in the fuel lines.
