Last problem I'm encountering is leaking around high speed adjustment and when i tighten the keeper, i can't turn the knob. Is there a tape or putty that's supposed to be there?
Also, look at the pull cord on the other one, although it's a 25 horse. Copper covered in fabric.

"keeper " is to far in just loosen it a bit you did install the fiber washersaround the needle...?

starter cable... just install regular starter cord. 7/32 ''

Didn't know it had a fiber washer. Wouldn't have a picture of one, would you?

see pict of typical old carb.... needles need round fiber washers to stop any air leaks into the low and high speed circuits . the washers allow firm needle rotation and keeps vibrations from loosening the needle . after tuning up the carb you can always give the nut a 1/4 or 1/2turn to lock things in place.... just carry tools in boat if ever you need to readjust it.
