1953 7.5 evinrude need help

I have a 7.5 fleetwin 1953 7512 with the neutral clutch when I took off the lower unit this part fell off and I dont know what it does or how is installed where it goes.
Any help will be much appreciated.

It's called a Pump Sealing Spring and sits directly below the water pump. See diagram:
