1950 3hp Evinrude

I have a older Evinrude with the model 4423, at least that is what I can read. I think it is about 3hp from 1950. It has good spark and about 70 psi in both cylinders but it won't start. I have had it sputter, for a lack of a better word, but stalls out. I'm think the issue is in the carb and it feels like it is a choke problem but I do not see a choke. Is there one on that model?

Also there is a plastic fuel gage on the front but it leaks. How does that work, does the fuel flow through it or just up into it and stops at the top? Would this cause it not to start and are there replacements out there for it. I was told that it is not needed and I should plug the holes.

That would be the 3.3 horsepower. It has a primer instead of a choke. The fuel gauge is a simple affair, as fuel rises inside the tank, it also rises in the plastic tube. I haven't looked for one in many moons. I suppose very difficult to find one. Has nothing to do with the motor running. Or not.

Thanks for carb picture. It helps. Since that fuel gage does me no good how should I plug up those holes where it fits?

Small gob of epoxy? Or use the gaskets as a pattern and fabricate a couple of metal plates to go over the holes? I guess you can get as creative as you want here.

That carb will make you do some head scratching. I have one and after a carb cleaning it runs pretty decent but I don't know that I would ever want to pull the carb off of it again.
