1937 champion 4.4 hp starting

What's the starting procedure for this old motor?
16:1 fuel and getting good spark. There are TWO throttle plates. The main one in the rear with a adjustable lever (not sure where to set it) and one in the front (choke). With the spark advance lever in the middle (not sure where to set it at start up).

Does spark jump a gap of 1/4" or more?------There is one throttle plate and one choke plate.

Actually I measured the compression and got 70 psi in one cylinder and 50 psi on the other. Not certain what they should be but the spread seems too much too me so I think I will disassemble and see what's going on.
