18 hp Rude 1970 Lockout?

I recently picked up a 18 hp Rude 1970, and found a part on the rear of the power head that appears to be called a Lockout? It consists of a plastic arm that moves onto the advance mechanism at WOT but doesn't appear to do anything.
I would appreciate knowing what this is supposed to do.
I've been looking around in I Boats for the last year and appreciate all the valuable info that I've seen.
At present the Carb is in pieces sitting in Sea foam as per Info that i've read.
Sold my 1976 Eska, and havea 1966 9.5 Jonny, and the 18 Rude

Now, I could be wrong, cuz the one on the 18hp I have been working on does not work either, but, it is my understanding that this is only used on the electric starts motors and is there to prevent you from starting the motor, with the electric start, while the motor is in gear.

Thanx Dave that certainly makes sense Won't be a problem as mine is manual start.

I went browsing and i think I've got it.
In thread " Lockout Lever 1973 Johnson SeaHorse " Lindey46 writes that it is a Manual Start Lockout to prevent the
Pull Start from functioning when the throttle is advanced too far.
It appears that if the throttle approaches WOT the black plastic lever is moved into lugs on the starter pulley
preventing it from rotating. In my case the finger on the plastic doohickey that would do this is broken off.That is why the mechanism does'nt lockout anything. As long as I don't attempt to start the engine with the throttle advanced
I shouldn't have a problem !!??
