150xri redd lines once started?

I just got a boat with. 150xri. It a 96 efi. When I turn on the key the fuel pump runs for about 25 seconds then shuts off. If I turn it off and back on it will run for 25 seconds again and again. I put a fuel pressure gauge on it and it 40 to 45 psi. The motor starts and red lines. I have to shut it off right away. It was running fine and I went to throutle down and it wouldn't. I had to shut it off andd get towed. Anything could help me. Just need some suggestions to what it could be.

Throttle cable broke,throttle arm on block hung , rod popped off cam roller propping it open...

The throttle linkage is all closed and in idle position

what about butterflies in tha plenum?

Are they the ones that face the power head? If so they are closed. I really would like to know why my fuel pump runs and runs. I think that will be the problem. Is it a needle and seat that would shut the fuel down so the pump pressurizes and pump turns of? If it wasn't EFI I would had figured it out by now but this is all new to me

pretty much normal....it shuts off if motor isn't started and pressure is up... fuel pump won't cause tha problem.... all it does is pressure up tha fuel rail... any excess fuel drippin' outta tha plenum anywhere? think ya probably got something broke that's not showin' its ugly head...
