15 hp johnson

I have a 15 hp johnson it seems to be over fueling and won't open up carb has been went through. 1995 carb

Present some facts.----Compression values are ?----Does primer bulb go hard ?-----Does spark jump a gap of 3/8" ( 1 cm ) on both leads.----Flywheel key checked ?

Having the same issue on a 95 carb.

Lower the float. Bend the tab.

Check the needle. If the pink tip is worn, replace it.
