15 hp 74 Johnson Fuel Pump question

I have an issue with my motor starting. I have tried many of the previously mentioned tips. But,one question remains. Is it possible to have the intake and outlet hoses located incorrectly, mine are (1 on 1 side and 1 on the other). The reason I ask, is on photos if similar engines on U tube both lines are on the same side going to respective receptacles. Just wondering???

bigger one goes to inlet, fuel pump cap(filter cup)
smaller one from outlet fuel pump goes to carb inlet,

i would be concerned about slow spped nidle/circuit.
should be set up on 1.5 turn out.
some carbs need more than 1.5 out but if something is dirty in carb.

check spark,
check compresion,
be sure that fuel goes to carb

On those fuel pumps, the outer cover which has a strainer under it can be rotated to accomodate where the other things are located like a electric start rectifier or terminal block which is very close to the fuel pump. The cover is usually located to best eliminate sharp bends in the supply/outlet lines.
