I inspected the helm (rotary steering) / cable / swivel-mechanism of the outboard are all lubed & moving freely.
At high speed/Full throttle (with the trim set at its max) its a two hand & really leaning on the wheel (either way) to make a turn.
Would installing hydrofoils fins reduce the "stiff" steering or make it worse?

I have the same problem with a pontoon boat. Steering and linkage is in good condition and all is trimmed out correctly but at high speed I have to use two hands to turn.

I am suspecting motor height but don't know if I should mount higher or lower to reduce steering resistance.

Look for loose motor mounts. Under motor load at high speed, these can move and cause binding. Does trimming down make it better or worse?

You can search in the old files of this forum regarding hard steering issues on pontoons. there's a lot of suggestions
