115 outboard trim/single ram

I am having trouble with my ram, I brought a new boat that had been sitting in a lot for six years and we have everything going apart from the power tilt. We have found one hole blocked with something but dont know if it is ment to be that way. The hole is on the motor side of the pump

thanks for that, is there a diagram of the flow system of the hydrolic oil.

the relief valve on this model does it afect the action in anyway like if it is to tight or to loose
