115 merc intermittant power loss

I have a 1990 model 115 merc that is losing power when it hits a big wave. It usually runs right after i stop for a while. problem seems to be getting worse. any help would be appreciated.

Do you have a built in gas tank? Could be disturbing crap in the tank and clogs the intake tube.

could be water in fuel or water separator getting by.

I checked for water in tank and bottom of carbs and it was clean.
