1067 evinrude engine tranny cut off switch

hi peps,
I got a 67 evinrude 60hp that wont start. I came to 2 conclusion. 1. my starter wont spin. 2. I believed the manual said their is a cut off switch is installed to prevent starting the engine if im in gear. My control box seems to not let me switch gear back and forth i think that is causing the problems any tips on how i can manual switch the gears on the motor itself. How do we know if its a bad starter? Even if its a bad starter would i still be able to crank the fly well with the tie rope but it still wont start. Any help is appreciate

Is this an electric shift or mechanical shift motor?

Its electrical start but has mechanical box on the right side so i suppose mechanical gear box. It wont let me shift correctly thanks

Neutral safety switch only allows start in neutral. If you're having problems shifting, try disconnecting the shift cable from the shift lever and see if it'll shift manually at the motor. Cable may be froze up.

Sorry but that's wrong, the 1967 model safety switch doesn't prevent engine from starting in gear, it will start in forward or reverse, the safety switch only prevents the engine from staring at full throttle.
He's probably got a bad start solenoid, or starter problems. Starting with a rope can be done fairly easily with a well tuned engine but if your points are out of spec. or carburetor is sick forget it.

awesome thanks. but how do u test a starter with the multi-meter tester? Every time i tried to start the engine i hear a crack from the starter but doesnt spin the flywheel. Any suggestion

do my 67 evindude 60hp have a starter solenoid or i was told about replacing the bushing is it 2or 3 bushing kit. thanks

yes it do have a solenoid, probably what you hear clicking. Multi meter only good as the guy using it.
Pull the starter and have it tested at an auto parts store, it probably needs taken apart and a good cleaning can revive it.
