Not that it matters but that is an 1988 not a 1989. Your knob is still missing, did you plug all the lines coming and going from the primer? Those were excellent running motors but if you have bad compression or bad spark or fuel issues it's not going to run.
I order the knob from eBay, it’s will arrive on 9/14 ish, I never took the primer apart, in order to take the big black box away from the carb, I had to remove the knob stick, my friend hold it for me accidentally kick it into water 😅😅
So what’s your guess? What should I do next?

Retest compression with different tester.

Did you use the correct gaskets? Is that the carb that uses a little hose in the float bowl? If it is make sure that is connected.

I rent the test kit, it’s shows both cylinders are about 98 😅😅😅 I am happy now!
How do I confirm the safety switch is working properly?
I next plan is clean the carb again! I will post some pictures as I progresses, let me know if I done something wrong 🙏🙏🤣🤣

There is a little plastic clip that goes in the end of the tiller handel. It's also the kill switch. If that clip is in and you have good spark, then everything is working correctly. Parts 49c

Yes, have the spark!
So it’s good news for the compression test right? 98 is okay number ?!
