1 Wet Spark Plug

My 1990 Mercruiser 3.0L is running ok, with the following symptoms:
-missing about 200 RPM at WOT
-idles a bit ruff, but not bad
-occasionally will not crank over, can just keep trying to crank (on/off starter) until it cranks and fires right up
-#4 Cylinder Spark Plug is wet with gas, 1, 2, and 3 are dry.

Could this be an intake valve issue on the number 4 cylinder, or is this carb related?

It could be nothing more than a bad spark plug causing it not to fire. Maybe a plug wire, bad distributor cap, low compression, water in the cylinder from a leaky elbow to manifold gasket.
