0ptical eye ignition sensor

will a bad optical eye sensor on a 2003 uohnson 90plstc carburated motor keep it from WOT and otherwise run smoothly. it only revs to 4000 and the other motor on port side revs to at least 5500

Maybe. But you could be dropping a cyl on the one that gets only 4000rpm.

what would be the reason for that ? is there a way to test ? have you read my oyher post detailing my initial fuel fire situation ?

Sorry but no. You could do a cyl drop test on the mtr to see if all the cyls are firing when under load. Sounds like your losing a cyl. Could be carb or ignition probs.
