Ok. After carrying to the mechanic he found that the air filter on the air pump had come apart inside the plastic and the pump had sucked it in. Causing the diaphram to stick partly open. After disassembling and cleaning te air pump and putting a new filter on we're back to a perfect running engine. As for the tach... It was a faulty ground that was the whole problem. I had wired correctly with the exception of a solid ground. Thanks for all the help.
