02 Johnson wont idle when cold

Runs well once it warms up, strong at all other rpm ranges, just a problem with idle. New plugs this spring, no difference.

Model is J90VLSNF. Not sure how to check thermostats but when first started water from pee hole is cold, about 45 seconds later its warm, about 45 to 60 seconds later its hot.
