02 horizon 190 shifter/throttle question

I feel dumb for even asking this but I must be missing something....

My new to me 02 horizon 190 with 5.0GL has a pretty standard throttle/shifter with a tether on the bottom corner of it.

I cant get the lever to slide out to be able to freely rev the motor without it going into gear. The button in the center of the pivot feels like it depresses enough but the lever wont slide over at all.

Do these get sticky? What am i missing?

Some shifting levers do not slide out. You press the button in middle and advance the lever and it will not be in gear. Easy way to check. Press button and move lever forward. Get out and see if prop spins freely by hand. If so, it is neutral. If not, its still in gear.

@ThomW you are correct, it does not slide out. Push the button and the lever moves forward to free rev.
