Does this engine have 2 powerpacks and 4 coils? Have you tried swapping the original "good" powerpack and coil from the good side to the bad side and the issue stays with the no spark cylinder?
Did you try charging or changing your battery to see if low/bad battery was the cause? Bendix needs high RPM to fight spring pressure and gravity to spin up. With engine tipped up, bendix is more horizontal and slightly less than optimal RPM will cause it to rise up to engage flywheel.

The new gasket I picked up was cork OEM. Now that I used it dry and bottom got exposed to oil, will the aviation permatex work still or do I need to get a new dry cork one again before trying the permatex?

Have a 1977 Evinrude 85hp with the Tilt and Trim cylinders on the outside of the engine mounts. The trim cylinder is leaking where the sending unit bolts to the middle of the cylinder. Don't care about keeping the gauge working, just about fixing the leak.
