Dark out now, but thought I'd try. Can master cylinder be welded into trailer frame? Why would Man. do that? Must be something I don't know!

Just bought a 1995 Cobalt 252 on a 1994 matching trailer. Trailer sticker says it's a 1994 Freedom Wheels. It's a tandem axle with surge brakes. I need to replace the master cylinder but it is in the trailer frame and can't be removed. Anyone seen this??? Surely a trailer wasn't built with a...
