    Spark but won't start Volvo penta 3.0

    I am getting spark, it looks weak tho. New plugs and distributor cap and rotor. I did have a problem with it not shifting in and out of gear and don't know if there is a sensor involved making sure not in gear when starting. Or could it be a bad tether kill switch?     Harmonic balancer

    Volvo penta 3.0. I need to re install the harmonic balancer /oscillation damper. It has like a rtv gasket type material on it, is that what is used to hold it on?
