Does anyone know how you can tell if this is going bad and if the foward gear is going out does that also mean the clutch dog is going bad also?

I am hoping someone can help me..I have a 1973 20 hp Johnson. For some reason when I start the engine it idles super high in neutral but when you put it in gear it runs normal.
I am very boat illiterate.So any help would be great!!!! PLEASE Help!!!!!!!!!!!!
