    Motor Idles fine but when under power wont rev past 3000 rpm

    I have a 1994 mariner it has set for about 6 months. I have replaced the power pak, the boat idles fine and will rev with no problem but when put in gear it will only rev to 3000 rpm and not plane out. would this be something with the electronics or more likely a carb issue? it will rev to 6000...
