    **Help plz** Evinrude 88spl wont rev higher then 2500rpm

    1990 Evinrude 88spl just cleaned/rebuilt carbs. new gas and gas lines. the prop spins by hand. water stream is strong this was done on the water. motor will rev in neutral with high idle, but when in forward it wont go higher then 2600ish. would get to 2600rpm at 80% on the throttle, 90-100%...
