i have a 1994 30hp evinrude you can crank it and run 3/4 to full throttle for a few minutes then idle it down and cut off crank it up and it idles fine and then u give it full throttlesometimes it makes it to full rpms before it starts surgin again and it will surge like its starving for fuel...
